A Data Extract activity creates an export file for use outside Marketing Cloud Engagement. To securely export it, configure a File Transfer activity to move the file from Safehouse to the external file location, select PGP encryption, and use a created public asymmetric key. Shield Platform Encryption does not provide the required outbound file-transfer encryption workflow.
