If a company chooses to use Custom Fiscal Years, it cannot use the standard forecasting option.
Salesforce’s legacy Standard Forecasting option does not support Custom Fiscal Years. Organizations that use a custom fiscal calendar require a forecasting feature that can work with custom fiscal periods, such as Collaborative Forecasts.
