TOGAF treats Requirements Management as a continuous process at the center of Architecture Development Method (ADM) work, supporting ongoing stakeholder engagement and the identification, analysis, management, and evolution of requirements throughout the architecture lifecycle. It is not confined to Phase A or limited to handling change requests.
