In the TOGAF agile guidance (Architecture to Support Portfolio), a good architecture identifies the products the Enterprise requires, the boundaries of those products, and the constraints placed on a product owner – and this collectively defines the Enterprise's backlog. The backlog is what feeds and constrains the agile product/development teams. 'Operating model' relates to how the enterprise is organized to deliver value, not to product boundaries and owner constraints; 'business continuity' and 'risk tolerance' are unrelated governance concerns. The blind answer of 'operating model' is therefore incorrect.
