In TOGAF's recommended template for defining an Architecture Principle (Name, Statement, Rationale, Implications), the Rationale should highlight the business benefits of adhering to the principle and, importantly, describe the relationship to other principles and the intentions regarding a balanced interpretation (when one principle takes precedence over another). Communicating the fundamental rule (B) is the Statement; explaining the requirements for carrying out the principle (A) and stating the impact to the business of adopting it (C) both belong to the Implications section. Therefore the Rationale corresponds to describing the relationship to other principles (D), and the existing key of C is incorrect.
