Accessing and loading into an existing table requires USAGE on both the database and the schema that contain it. A table owner has full control of the table, which includes the ability to load data; therefore, when INSERT is not an available choice, table OWNERSHIP supplies the required write capability. CREATE TABLE applies to creating a new table, while SELECT is read-only.
