Developer Edition orgs cannot create sandboxes, have constrained user, data, and storage capacity, and are not related to the production org for Change Set deployment. These constraints make collaborative development, realistic user testing, and release deployment more difficult. Salesforce identifies Developer Edition orgs as limited in data and storage and states that sandboxes cannot be created from them; Change Sets are limited to orgs with established relationships, such as a production org and its sandboxes.
