The Manage Territories user permission grants administrative rights over the territory hierarchy and its assignments: creating and editing territories, adding and removing users from territories, manually assigning accounts to territories, and editing the account assignment rules used within territories. It does not grant rights to unrelated features such as forecast management or to organization-wide configuration of territory management settings, which is controlled by the Customize Application permission.
