A Chatter External license allows users outside the company to join public Chatter groups.
Chatter External users are customers outside the company email domain who can be invited only to Chatter groups that allow customers; their access is limited to the groups to which they are invited. Public Chatter groups are intended for users within the company, so a Chatter External license does not allow external users to join them.
