What happens when nodes scale down?
During Cluster API scale-down, the selected Machine is deleted and its infrastructure provider deletes the backing infrastructure after the node-drain workflow. The node is therefore removed from its underlying hypervisor or cloud infrastructure rather than retained in a paused, hibernated, or powered-off state.
