NetApp platform documentation on handling watchdog resets describes the Level 1 event as the controller attempting to panic and write a core file so the hang can be diagnosed, after which the system resumes service without a full hardware reset, which is the behavior of a soft, in-place recovery; only if the condition persists does the watchdog timer escalate, about two seconds after the L1 event, to a Level 2 event that forces the appliance through a hard reset signal from the timer and does not generate a core dump. This places the diagnostic soft-recovery behavior at L1 and the delayed, harder timer-driven reset roughly two seconds later at L2.
