In Copilot Studio, agents are first-class Power Platform solution artifacts, and a solution should carry the agent plus references to its knowledge/grounding sources — not the underlying Dataverse rows or the Azure AI Search index themselves, which already exist independently in each environment. Environment variables are the ALM mechanism that makes a solution portable: they hold the environment-specific endpoints (for example the production Azure AI Search endpoint and index name) and can source values securely from Azure Key Vault, so you point the agent at the production grounding sources by setting the variable values after import rather than editing the published agent, which minimizes downtime.
