EVPN route targets determine which EVPN routes a switch exports and imports. Switches that need to share an EVPN/VXLAN segment must have matching export and import route targets. The differing vrf-target values prevent the switches from importing the required routes, while route distinguishers should be unique and the matching VNIs are correct. Juniper documents that devices sharing routes must use matching route targets, or equivalent matching import/export targets.
