Under the earlier Juniper Mist role-permissions model reflected here, Network Admin, Installer, and Super User roles had the administrative or deployment privileges required to claim switches. Observer is read-only, and Helpdesk does not have device-claiming authority. Current Juniper documentation lists only Super User for the specific privilege of claiming switches, indicating that this permission model has since changed.
