What is the cause of this issue?
An active/active AP LACP bond requires every AP uplink and its peer switchport to negotiate at the same speed. Connecting one AP interface to a smart-rate port and the other to a non-smart-rate port can produce different negotiated speeds, preventing the LACP bond from establishing and leaving a member in LACP blocking state.
