rate() calculates the per-second increase of each counter time series over the five-minute range, including correct handling of counter resets. sum by (cloud) then combines the per-instance rates while preserving a separate result for each cloud label value. Prometheus recommends applying rate() before an aggregation such as sum() so counter resets can be detected correctly.
