PCA: Prometheus Certified Associate

A user ID is a high-cardinality, potentially unbounded label value. Because every unique label set creates a separate Prometheus time series, exposing userid as a label can cause excessive series growth. A bounded status label is appropriate, and _total is the conventional suffix for a counter.
