DMVPN Phase 3 uses NHRP redirects generated by the hub to tell spokes to resolve a more direct path. With EIGRP, the hub must advertise itself as the next hop so spoke traffic is forwarded through the hub initially and triggers that redirect; this requires EIGRP next-hop-self on the hub.
