On Cisco Nexus and MDS Fibre Channel switches, an interface reporting the state down (Inactive) indicates that the interface itself is administratively enabled but cannot initialize because the VSAN it is assigned to has been suspended or removed, a condition distinct from SFP faults, trunk-negotiation failures, or port-mode mismatches, each of which produces its own distinct down-state reason code. Resolving the suspended VSAN membership, by unsuspending or reassigning the port to an active VSAN, allows the interface to complete initialization and come up.
