When the vSAN Sizer calculates the usable capacity of an All-Flash cluster, it reserves capacity for items that are not part of the guest VM's stored data footprint. This includes Disk Format overhead — the space consumed when each capacity disk or disk group is formatted with vSAN's on-disk file system and metadata structures — and VM swap overhead, since a VM's .vswp swap file is created at full thick-provisioned size outside of the VM's storage-policy-based space accounting and is reserved for every powered-on VM regardless of actual memory usage. Both are fixed structural reservations rather than data-dependent consumption, which is why they show up as part of the flat system overhead figure rather than scaling with the amount of data written.
