renderPDFForm creates the PDF form, and Form Bridge must be injected into that PDF to enable Workspace integration. Usage rights are applied last because injecting Form Bridge after rights have been applied invalidates the rights. The Forms service uses renderPDFForm to convert a template into a PDF form.
