OCI Site-to-Site VPN lets each IPSec tunnel use either static routing or BGP dynamic routing. Each connection also includes two redundant IPSec tunnels to support availability and failover. The service uses the public internet, so it does not provide the consistent dedicated-network experience of a private connection, and throughput is not expected to exceed 2 Gbps per tunnel.
