When a primary record is deleted, the associated referential records must also be deleted.

Explanation

A Parental relationship cascades parent actions to related child records, including delete and assign actions. A Referential relationship does not cascade parent actions to the related record, so the associated record remains when the primary record is deleted. Referential, Restrict Delete would block deletion of the primary record while related records exist, and Cascade User Owned is limited to related records with the same owner.
