Zone-redundant storage (ZRS) synchronously writes three copies of the share's data across three physically separate availability zones in the region, so the share continues to accept both reads and writes even if one zone is offline; locally redundant storage (LRS) offers no zone protection, and geo-redundant storage (GRS) is not zone-redundant and its secondary copy is not available for read/write access until a regional failover is invoked. Between the two zone-redundant options, ZRS is the lower-cost choice because it does not add the asynchronous cross-region replication that geo-zone-redundant storage (GZRS) bills for, satisfying the requirement to minimize redundancy cost. Azure file shares are billed on either an SSD (premium) or HDD (standard) media tier: SSD file shares can only be created in a FileStorage (premium) storage account and are always billed at SSD/provisioned rates, whereas a General-purpose v2 account provisions HDD (standard) file shares at pay-as-you-go rates and still supports ZRS. Choosing General-purpose v2 therefore avoids SSD-tier performance costs while still meeting the zone-outage availability requirement, whereas FileStorage would incur SSD costs and BlobStorage does not support file shares at all.
