Building a custom agent with the full experience of Microsoft Copilot Studio provides a low-code platform for creating agents with topics, actions, and flows/workflows, including the ability to orchestrate complex, multi-step logic, integrate enterprise data, call external APIs, and trigger automation in response to events. This satisfies the need for custom workflows and specialized automation while keeping development effort and cost lower than a pro-code solution such as Microsoft Foundry. Declarative agents built with the lite experience only add instructions, knowledge, and simple actions on top of Copilot's existing orchestrator and explicitly cannot implement complex custom workflow orchestration, and Copilot connectors only supply grounding data rather than automation logic.
