Referring to the exhibit, you are experiencing problems configuring advanced policy-based routing.
What should you do to resolve the problem?
Advanced policy-based routing redirects matched traffic to a routing instance for route lookup, and the routing instance used for APBR must have instance-type forwarding. APBR-1 lacks that instance type, so it must be changed to a forwarding instance. The static route in that instance and the RIB group support next-hop reachability and do not need to be removed.
