On a broadcast or NBMA OSPF network, a router whose interface becomes operational accepts an existing designated router regardless of router priority. R1 starts before the other routers and becomes the designated router; the later-starting routers do not preempt it. Router priority and router ID are used to choose a router only when an election is required without an existing DR.
