Before a current state can be meaningfully assessed or a future state agreed, the organization's high-level direction, stakeholder expectations, and overall context must be understood. This mirrors the first step of ITIL 4's continual improvement approach ('What is the vision?'), which establishes organizational goals and objectives as the foundation for any subsequent assessment, target-setting, or improvement action. Only after this context is understood can the current state be properly assessed, a future state agreed, and improvements implemented.
