Accountability is the greatest concern because immature AI ethics frameworks have not clearly established who is responsible when an AI system causes harm, makes a biased decision, or errs — whether that is the developer, the deploying organization, or the AI system itself. Since AI can operate with a degree of autonomy and its decision-making processes can be difficult to interpret (the "black box" problem), lack of clear accountability structures undermines trust, complicates legal liability, and makes it difficult to enforce corrective action. This foundational governance gap is more pressing than narrower concerns like financial responsibility or intellectual property, which are subsets of the broader accountability and governance challenge.
