What occurs if the GCD is unavailable when the Content Platform Engine starts?
When the Global Configuration Database is unavailable at startup, Content Platform Engine can start from its local file-based copy and operate in limited mode. It can process requests that do not require an update to the GCD; operations requiring such an update cannot complete until the GCD becomes available.
