As of v5.5.1, IBM eliminated this EAR-based bootstrap dependency, renaming the account the System User and relocating its configuration into the GCD, where its password can be managed directly through the Administration Console for Content Platform Engine (ACCE) rather than by editing and redeploying the EAR.
