IS-IS creates a newer LSP version whenever its advertised topology, metric, or reachable-prefix information changes, including interface state changes, interface-metric changes, and inter-area IP reachability changes. It also periodically refreshes its own LSPs before their maximum lifetime expires, producing new versions even without a topology change.
