Where are wireless-client roaming decisions made?
Wireless roaming is primarily a client-device decision. The client evaluates candidate access points and initiates reassociation according to its own roaming behavior; network features may influence or steer that behavior but do not make the primary decision. HPE Aruba Networking states that the roaming decision is mainly taken by the client.
