By default, SD-WAN rules are evaluated only when the best route to the destination points to an SD-WAN member. A candidate member is used only when it has a valid route to that destination; otherwise, it is skipped. ISDB routes are policy routes and take precedence over SD-WAN rules. A static route does not automatically override SD-WAN, because it can itself point to an SD-WAN zone or member.
