Although the FortiSandbox unit has an Ubuntu18V5 VM and a WIN11O21V1 VM associated with the appropriate file types (including PDF, HTM/Web, and URL types on the Windows clone), both VM clones are still in the Initializing state. Until VM initialization completes, FortiSandbox cannot dispatch any scan jobs to the guest VMs, so every submission — files uploaded from the management GUI as well as files and URLs submitted through the JSON API — is placed in the job queue and held until the VMs come up. Because no dynamic inspection can occur while the clones are initializing, the statements that specific file types or URLs will be inspected are not yet true; the only accurate statement is that all submissions will be queued.
