The CE-facing interfaces are in the same 192.168.0.0/24 network, and both routers enable OSPF for that network in area 1, so PE-CE routes are exchanged through OSPF. OSPF process numbers are locally significant and do not have to match. PE1's VRF export route-target is 111:1; routes learned in that VRF and advertised to VPNv4 peers are tagged with that export route-target. The 222:2 value is the VRF's import route-target.
