What kind of layer is Threat Prevention?
Check Point's R80+ Security Management uses Policy Layers, which come in two forms: Ordered Layers, whose rules are evaluated sequentially from top to bottom, and Inline Layers, which are nested inside a single rule of a parent layer and evaluated only when that parent rule matches. The Threat Prevention Policy is always structured as one Ordered Layer rather than supporting the Inline Layer construct available to Access Control policies, so its rules are evaluated in sequence.
