NSX Federation uses Global Manager to centrally create and enforce consistent security configuration across Local Manager sites, including Distributed Firewall security policies and groups. Site-specific local policies may still be created on a Local Manager, while Global Manager policies take precedence over local policies. The Global Manager REST API documentation identifies Global Manager as the central management point for multiple Local Managers, and its global-policy API supports Distributed Firewall security policies.
