Why do the user devices stay associated with the original access point?
Client devices generally make the roaming decision based on their own signal and roaming thresholds. They can remain associated with the current access point until its RSSI falls below the device’s trigger threshold, even when a closer access point is available. Cisco notes that a wireless client starts seeking alternate access points when RSSI drops below a threshold, and that the client determines when to roam.
